Introduction
As part of efforts to strengthen the Dual Vocational Education and Training (Dual VET) system in Kosovo, a delegation from Kosovo participated in a study visit to Germany.
The visit provided an opportunity to learn from one of the leading countries implementing the dual education model.
Learning from practice
Participants visited vocational schools, training centres, and partner companies, where they observed:
- Organisation of workplace learning
- Examination and certification systems
- Cooperation between education institutions and businesses
They also engaged in discussions with German experts and practitioners.
These exchanges provided valuable insights into:
- Development of training standards
- Organisation of assessment processes
- Role of companies in training and evaluation
Strengthening cooperation models
Special attention was given to understanding how strong collaboration between schools and the private sector is ensured.
Participants explored how structured cooperation contributes to:
- Development of practical skills
- Alignment of education with labour market needs

- Ministry of Education, Science, Technology and Innovation (MESTI / MASHTI)
- Kosovo Chamber of Commerce (KCC)
- Partner businesses
- Vocational school directors
- Teachers and Professional Practice Teachers (PPTs)
The visit was supported by GIZ and implemented by BiBeKu and ITED.
Conclusion
The knowledge and experience gained during the study visit will support further development of the Dual VET system in Kosovo.
By exchanging experiences with international partners, stakeholders gained new perspectives on strengthening vocational education and improving links between education and employment.
These efforts contribute to building a sustainable system that prepares students with the skills needed for successful careers.
