Project conclusion, strengthening Dual VET in Kosovo

Introduction

As the project comes to a close, partners and stakeholders reflected on the significant progress achieved in strengthening the Dual Vocational Education and Training (Dual VET) system in Kosovo.

Over the past year, the project supported the development and implementation of key mechanisms aimed at improving the quality of vocational education and strengthening cooperation between vocational schools and the private sector.

These efforts have contributed to creating a more structured and sustainable framework for the implementation of Dual VET across the country.

Key achievements of the project

Among the main achievements of the project are:

  • Training and certification of 190 Professional Practice Teachers (PPTs)
  • Certification of 32 Trainers of Trainers (ToTs) to support future capacity building
  • Design and piloting of examination and certification systems for Dual VET programmes
  • Strengthening partnerships between vocational schools and companies

These activities have played a crucial role in strengthening the institutional and practical foundations of the Dual VET system in Kosovo.

Positive impact on students

The mid-year evaluation of Grade 10 and Grade 12 students provided strong evidence of the positive impact of the Dual VET model within a relatively short period.

The evaluation highlighted:

  • High levels of student engagement in company-based training
  • Strong compliance with the Dual VET framework
  • Increasing integration of students into the labour market

These results demonstrate the potential of the Dual VET model to better prepare students for employment by combining theoretical education with practical experience.

Strong institutional partnerships

The success of the initiative reflects strong cooperation between national institutions, vocational schools, businesses, and development partners.

Special appreciation was expressed to the Ministry of Education, Science, Technology and Innovation (MESTI) for its leadership and commitment.

Gratitude was also extended to GIZ for its continuous support and strategic guidance.

Looking ahead

The achievements of the BiBeKu project provide a strong foundation for further development of vocational education in Kosovo.

By strengthening cooperation between schools and companies, improving training standards, and developing structured certification systems, the project contributes to building a more sustainable Dual VET system.

These efforts support closer links between education and the labour market and contribute to developing a skilled workforce aligned with economic needs.
