Introduction
The Dual Vocational Education and Training (Dual VET) system in Kosovo has reached an important milestone after three years of implementation.
During this period, the system has demonstrated strong progress in strengthening vocational education and improving the transition from school to employment.
First cohort graduates
A key milestone was the graduation of the first cohort of Dual VET trainees.
A total of 86 students from vocational schools in Prishtina, Skenderaj, and Gjilan successfully passed their final examinations.
Key developments
Over the past three years, important achievements include:
- Establishment of a national framework for Dual VET implementation
- Development of curricula for 12 professions
- Introduction of a monitoring and evaluation system
- Development of a comprehensive examination and certification system
Capacity building
Capacity building has been a central focus of the system:
- 100+ teachers trained
- 450+ in-company instructors qualified
- 117 examiners trained and certified
- Four examination committees established
Current status of the system
By the end of the 2024/2025 school year:
- 27 vocational schools participated in Dual VET
- 88 dual training classes were established
- 1,449 apprentices were enrolled
- 450+ companies collaborated with schools
Trainees earn an average monthly income of €150, generating approximately €6.35 million across the system.
Positive outcomes
The programme has shown strong employment outcomes:
- 72.3% of graduates received job offers from their training company
- Compared to 39% in traditional school-based training
The programme also contributes to reducing students’ intention to migrate by strengthening local employment opportunities.
Conclusion
The results achieved over three years demonstrate the effectiveness of the Dual VET model in Kosovo.
By combining theoretical education with practical experience, the system supports a smoother transition from education to employment and contributes to building a skilled workforce.
